I had this problem on a 1989 Dodge Caravan. My local mechanic said Chrysler was having a problem with the grounding of the windshield wiper motors. He installed a grounding wire from the body of the motor to the frame of the car and solved the problem. I have no idea whether your problem is like that, but it bears looking into.
it is only the drivers side wiper that is having the problem it works randomly but does not go all the way across the windshiled when it does work. The passenger side windshield wiper works fine.
I guess you should only use it sometime then.
If the passenger wiper works, either the drivers side wiper arm or the windshield wiper transmission is defective. The linkages that work the wiper arms is called a transmission.
If the driver's side works it is probably a broken linkage or wiper transmission problem not a fuse

The wiper linkage is bad. Or the wiper arm stud bushings (where the arms attach to the cowl) are rotted out.
Most likely, either the linkage to the wiper has become disconnected (or broken), or the wiper pivot is stripped out.
you need to get a new windshield wiper. mine quit working and i did that now it works good as new
because it's broken!
wiper motor bout worn out. my 1998 merc does the same. replace ya wiper motor.

First check the nut at the bottom of the wiper arm to seee if it's loose. If tight, fault is in wiper likage to wiper arm not working
