If the driver's side works it is probably a broken linkage or wiper transmission problem not a fuse
Check your wiper linkage under the hood and/or the tightness of the wiper arm on the wiper spindle.
You may just need to change the wiper blade on the driver's side. Try this first and then take it to a mechanic to have it properly diagnosed.
If the passenger wiper works, either the drivers side wiper arm or the windshield wiper transmission is defective. The linkages that work the wiper arms is called a transmission.
it is only the drivers side wiper that is having the problem it works randomly but does not go all the way across the windshiled when it does work. The passenger side windshield wiper works fine.

There'll be a linkage which connects the two wipers together... that may have come loose or gotten broken otherwise.
There is only one fuse for all power windows. If only the passenger side window does not work, the problem is either with the passenger window switch or the motor on that window.
If the passenger side works but the driver side doesn't, the linkage under the arm is broken.
There is a fuse replacement to get the dash lights to work on a 1993 Seville. The fuse for the instrument panel is located in the fuse box inside the passenger side of the trunk.

Change this when both front and back wipers fail to work. Under the steering wheel on the left side there is a small flip out thing (I keep coins in it). If you take it out, there is a fuse panel behind it. The wiper fuse is on that panel. And on the back of the 'drawer' is the label for the panel.
Look inside the fuse box. The fuse that controls only the wiper motor is #17. It is a 15 Amp fuse. If this is a good fuse and the front wipers are working then the rear wiper motor is probably dead. I hope this helps you. Brad.
