This depends on where the blockage is. If you have a manhole outside check to see if that is blocked first because you will need to call a plumber otherwise it may be a isolated incident which would mean that you may need to wear protective clothing on your hands and arms and put your hand in the toilet and unclog the toilet yourself

Apart from the obvious, ie not putting too much paper or anything else in before flushing, this depends on the type of fitting leading away from the back of the toilet.

Pipes leading away should always slope downwards to allow 'things' to flow away.

There are adjustable pan connectors now available which are corrugated thus allowing non-standard bends to be formed to connect the toilet to the soil pipe. The lower part of these connectors is shaped like a v and anything catching in the hollows can cause obstruction which, in turn, causes clogging.

It is important that people are more cautious of what they put down if this is the type of fitting they have.

All other pan connectors, in the experience I have, are smooth circular cross-section pipes, which allow wastes to flow away without 'snagging' before reaching the vertical soil stack leading to the drain below ground.

With this arangement, no clogging should occur unless inappropriate objects or quantities are attempted to be flushed. If this is happening, try not to 'overload' the toilet before flushing and don't put anything down there that won't fit through the exit hole at the back of the toilet bowl.

It is financially sensible to flush a few times if necessary, than to have to pay or spend the time clearing any clogs that could have been avoided.
