either your fuel pump is about to go out or you just have a noisy fuel pump but its because it is always pumping fuel when the car is running
Just because you hear the pump running does not mean it is actually pumping fuel. Run a fuel pressure test to see if the pump is defective.
If you hear the fuel pump running, then start by replacing the fuel filter. If you don't hear the pump, check the fuse. A fuel pressure test will verify if the pump is good or not. It can also be a fuel pump relay or in rare instances a defective ECU.
Sit in the car and turn on the ignition without starting the engine. Have someone else sit in the back seat and listen carefully and they should hear the fuel pump run for a few seconds. If you do not, check the fuse for the fuel pump. If it is good check the fuel pump relay. If it is good suspect the fuel pump has failed. If you hear the fuel pump running, replace the fuel filter. And saying all this you may not be able to hear the fuel pump even if it is running. The only sure way is to run a fuel pressure test.

If it is running and no fuel, replace the fuel filter. If the fuse and relay are good, and the pump is not running, the pump is bad.

If you hear it run then it may still be defective but the fuel filter may also be clogged. If the filter is not clogged then the pump is running but not pumping fuel. A fuel pressure test will also verify if a running pump is good or not.

With the fuel filler door open and cap off listen at the fuel tank and you should hear the pump run for a few seconds and then shut off. If you do not hear the pump running check the fuel pump fuse and fuel pump relay. If they are both good then the fuel pump is defective. Even if the relay & fuse are good and the pump is running that does not necessarily mean it is actually pumping fuel. The fuel filter can be clogged or the pump may be running but not pumping fuel. A fuel pressure test at the fuel rail with a pressure gauge will verify the condition of the pump.

Have your helper turn the ignition on without starting the engine while you listen at the fuel filler door. You should hear the fuel pump run for a few seconds then shut down. If you hear the pump running this tells you the fuse and relay are good. If the pump does not run check the fuse for the pump and fuel pump relay. Even if you hear the fuel pump running this does not mean is actually pumping fuel. The only way to test this is to perform a fuel pump pressure test at the fuel rail. Make sure to replace the fuel filter in either case.
Can you hear the pump running when you first turn the key on? If not check the fuse and relay under the hood. If these are good check the wiring for the pump as it runs down the frame rail to the tank. If you do hear it running you may want to replace the filter.
