A caregiver is being a good neighbor. That means the caregiver helps take care of their neighbor. It could be by helping mow their lawn, fixing a meal for them, checking in on them, or just simply stopping by to chat.

There are quite a few things that you can do to help care for your elderly neighbor that don't cost you any money. A few examples are offering a ride when you goto the local store, going and checking on them in extreme weather conditions and just letting them know that you are willing to talk if they ever just want company. While these don't seem big they will show that you care.
I would politely ask your neighbor to look into it, or ask them to clean it up. Or maybe you can yourself. If it's a large, living, growing pine tree just clean it up with a rake, leafblower, etc and just deal with it if your neighbors are not willing to accomodate you.
Puberty takes care of that. You can't just make it start.
