In the "good old days" it was common for the mourners to pray the rosary in common for the repose of the soul of the deceased. For the past 25 years (+ -- Vat II) since my ordination, a "wake service" to include scripture readings, prayers for the deceased and mourners is most common. From my experience, when a rosary is requested few, if any, of the mourners recite it.
The Rosary is a string of prayers so since you say "at a catholic rosary" I assume you mean this is a public event where the Rosary is said. There will probably be one person (probably a priest) leading the prayers and everyone else joining in for the last few lines of each prayer, like a chant. It could also be in latin.
You can say it any time you want. Some people say it every day. There are also occasions where all or some of it is said. A decade of the rosary might be prayed at the graveside on the day of a funeral for example. People say the rosary when they go on pilgrimage to places associated with Mary, like Lourdes or Fatima.
At the funeral. And he does deliver them at the funeral, but does not realize that the people are not in the mood for rationality at that point.
There is no reason why you should not attend. Non-Catholics can attend Catholic events. Personally, I would recommend that you attend, the Mass would be the Catholic equivalent of the funeral, and the Rosary would be the equivalent of the viewing.

There is no specific Uniform code any more than the usual norms applicable to the House of God. Very often the Rosary is recited at funeral homes, so in that instance conservative if not mourning attire is appropriate, obiously no T-shirts or jeans. I would have to have more information.
No, there is no capitalize when referring to rosary beads. You may choose to capitalize when referring to set of prayers called the Rosary, but not for rosary beads.
