Well it all depends on the money you have to spend, because you can hire costumes from £20, but if you don't have that money, there are thousands of ways to dress up: I recently went to a fancy dress party: I went as barbie, wore a pink top, short skirt, bag, sunglasses, and i brought i cheap wig . Other people went as Danger Mouse, just by printing out danger mouse logos, stick them to leggings and tops, make sure you have a belt, draw on a red nose, and get some seriously cheap ears. A sailor: A srtipy top, blue skirt and hat worked well
A bee: Black top, yellow tutu, wings (can get cheap ones from clintons, and type it into Google). Pirate: Pund shops do accesories that you could team with an old wear of tights ripped, and old things
I suggest making an outfit out of clean unused plastic garbage/trash/bin bags. It's a material becoming popular these days. It's cheap and you can do a lot with them. Just be creative and go for it. I hope this helps if not I'm sorry.
