You remove the wheels, remove the brake caliper and the rotor is then free .

The power distribution box ( which is " live " ) is located in the engine compartment near the brake fluid reservoir in a 1999 Ford Expedition

On a 1999 Ford Expedition : The fuse box is below and to the left of the steering wheel , by the brake pedal ( it has a cover on it ) Also , the Power Distribution Box ( which is " live " ) is located in the engine compartment near the brake fluid reservoir
The sensor for the rear wheels are located on the brake shoe backing plate if you have drum brakes on the rear. The front brake sensor is located next to the caliper. The same if you have rear disc brakes.
On a 1999 Ford Expedition : It's supposed to be at the front of the engine compartment , on top of the radiator support
