they do make a special tool called a modulator wrench just for that, but I used a pair of channel locks opened all the way with a rag around the modulator. just loosen it up and use your Hans after that.
i would check the vacuum hose that goes to the vacuum modulator on the transmission the vacuum modulator probably has a hole in it and the fluid is going into the engine and being burned or check your coolant the radiator may have a hole in the transmission cooler inside the radiator so check your coolant and the vacuum hose for trans fluid good luck

Most likely a bad vacuum modulator or no or little vacuum reaching the modulator. Check to see if there is any vacuum going to the "can looking thing" on top of the trans. It may also be a broken or misadjusted T.V. cable going from the throttle valve to the trans. (if it has one i cant remember) Take it to an actual TRANSMISSION mechanic they cost more per hour but less likely to hear the all too common "it needs a new trans".
Lift hood. Locate area between engine and transmission, look down, follow the vacuum line from the maifold to just above the starter. The unit screwed into the side of the tranny with the vacuum line coming out is the modulator.
That transmission does not have a modulator valve on it. It is computer controlled to a point.
Most modulator valves are on the rear of the transmission. It should not be that hard to find due to the fact that it has a vacuum line attached to it. It controls the transmission shifting off engine vacuum. Also if it is bad it will pull transfluid out of the transmission and burn it off thur. the engine, this is noted with white smoke from the tail pipe.
It is probably the governor gear. It is accessible from outside the trans. Put a new one in, drop the trans pan, drain all fluid and clean out the filter and refill.
