In photoshop, images can apear layered ie. Foreground, Mid-ground, and Background. Photoshop has a layers pallete to allow you to order what elements of a picture appear in front, or behind an another element, and lets you easily move those elements around or adjust them separately. The little eyeball to the left of a layer can be toggled on or off (by clicking it) to make a make a layer visible or invisible, the opacity setting adjusts how transparent anything in that layer is, or apply layer styles to that layer by clicking to the right of the name (if it's the original background layer, it will need to be unlocked first by double clicking and naming it). You can also right click on the layers to bring up context-sensitive actions.
