I was looking for the same answer. I haven't found it yet but I have a guess. I think it is a spanner wrench. The hose couplings used at that time had raised bumps on them (the new ones have rectangular lugs).
By using a spanner wrench or two together you can free a stuck coupling. Here is a picture of a modern day spanner:

This one also has a slot to turn off a gas line and a prying surface.
