You have to remove the whole headlamp assembly. Remove the 1 bolt 6mm? and pull outwards.
You either remove the front bumper assembly or you remove the passenger side head light and cut a access hole.

It's under the front right headlight, need to remove headlight assembly and cut hole to get to relay, which is under the plastic frame that holds headlight assembly. The other option is to remove the front bumper assembly to access. If the relay repeatedly fails the fan motor will need replaced.
I have a jeep Cherokee of that year and I believe that what you are refering to is a spherical thermometer and horn assembly.
I assume you are referring to the entire motor assembly and not just the mast assembly. I replaced the power antenna unit on a 1992 Cherokee, albeit the original, smaller model, not the larger "Grand Cherokee", so I'm not sure if my experience is entirely accurate for a Grand Cherokee (though I suspect it is the same). The only way to get the power antenna unit out is to remove the right front fender. While this is a bit of a messy job and requires a special type of star socket it is not all that difficult.
