I'm not 100% on the date, but I do know that Furby toys were regarded with some suspicion because of the manufacturer's claims that they could "learn" to talk from listening to people (this was not actually true, but it did raise concerns over them "overhearing" confidential information). They were not allowed in certain US intelligence offices because of this.

In fact, the toys only said what they had been preprogrammed to say, but they did use more and more English words as time went on, especially if they received "positive feedback" (being petted) when they used one of their stock English phrases. This gave them the appearance of learning.
