It started with Russia backing out of the war when they signed the separate Treaty of Brest-Litovsk (1918) with Germany. After Germany repudiated the treaty, the Treaty of Versailles was signed, causing Germany to pay reparations and accept blame for the war.

To add to the above, The Treaty of Versaille, 1919, effectively ended the 1'st World War (known then as The Great War), but the United States signed a separate treaty with Germany known as The Treaty of Berlin 2 years later, in 1921.
