The strict rules that were passed by congressmen who supported the South were called gag resolutions. The purpose of the resolutions was to prohibit discussions of slavery.
The governments that were represented at the Quebec Conference were not governments of independent countries, they were the governments of Britain's North American colonies, with the exception of British Columbia. They were not breaking away from their mother country in a revolution as the Thirteen Colonies had when they formed the United States; but they were discussing whether they should join and create a new nation and they felt they needed Britain's permission to do so. The British Government gave its blessings and, with direction from several of the Quebec delegates, John A. Macdonald in particular, they created and passed the British North America Act, which was based on the 72 Resolutions passed at Quebec.

There are different kinds of resolutions. Either house can pass resolutions that express its opinion on some matter- these are not laws and are not sent to the president. The Congress can also pass non-binding resolutions that are not sent to the president and do not become law. However, the Congress can pass joint resolutions which means the identical resolution is passed by both houses. These are sent to the president and become law if he signs them,
they are passed and carried on the majority vote of either the directors or members (shareholders) at a meeting of a company.
Joint Resolutions- similar to bills , and when passed have the force of law. Concurrent Resolutions- deal with matters in which the house & senate act jointly.

Resolutions passed in Kentucky and Virginia in response to the Alien and Sedition Acts. The resolutions said that government was overstepping its bounds and violating the idea of a contract with the people. This idea of a contract was the basis for the Declaration of Independence.
