The trial court of general jurisdiction in Missouri is the circuit court. This means that circuit courts can hear cases on civil and criminal matters that arise in the State of Missouri regardless of what level of crime or how much money is in dispute. Missouri Circuit Courts generally hear cases that are beyond the jurisdiction of municipal courts, which usually hear cases regarding municipal ordinances. It's not a "law" to have a legal form to answer a lawsuit in Missouri, at least not in the sense of a statutory law passed by the legislature.
