But most historians would agree that on average France and Prussia stood out from the rest.

Most military historians cite the military organizations of Prussia and France to have had the most logical and best organized military systems in the 18th and 19th centuries. Certainly Great Britain was close behind and had the best navy in the world at that time and into the 20th century.
