Political conflict is rooted in two general conditions of society: inequality and differing interests. Inequality creates social divisions and tensions as groups compete for resources and power. Differing interests arise from diverse perspectives and goals, leading to clashes over how society should be governed and how resources should be distributed. These conditions fuel political conflict as different groups and individuals seek to protect their interests and shape the direction of society.
Founding Fathers believed political parties were the primary source of conflict in a society. They viewed them as factions dangerous to the public interest. Their ideology called for the subordination of marginal interests in favor of the general welfare of the people.

There are a variety of causes of political war. These include differences in political ideology, and the inability to come to an agreement dealing with inter-nation issues.

Jean-Jacques Rousseau, a Swiss philosopher, described the importance of the general will in his political philosophy. He believed that the general will represents the common good of the community and should guide political decision-making for the benefit of all members of society.

When a society faces a serious conflict of opinions on political policies, three possibilities are possible: * a deadlock and its results cannot be predicted; * coercion and one side prevails through civil war or by other means; and * peaceful adjustment, or in other words, a compromise that all involved can live with.
