The answer would have to depend on how you define success. All empires have risen, been more or less successful then declined and broken up. As an eventual 'force for good' in the world, the old British Empire has transformed into the Commonwealth, which has considerable standing and influence, usually benign, in the world, so you might want to call that success.

By most standards, "The British Empire", is considered "The Most Successful", as you put it. It had the largest % of population, of any Empire, largest land area, largest % of land area, and the most natural expansion (non-insidious) of any language/legal system. Often "The Mongols" , are presented/argued to be, the "Most Succesfulfull", in terms of all the above criteria. Indeed they achieved many unsurpassed, goals. However by most comparisons, "The Mongols" were less influential in, linguistic, political, military, economic and architectural developments than later cultures.
