After the end of the Mexican revolution, Presidents Plutarco Elias Calles and Lazaro Cardenas passed many reforms to help Mexican citizens.
Two of them would be Benito Juarez and Lazaro Cardenas.
Several of them qualify as such. You should narrow your question to a time period. Some examples are given. Benito Juarez (1857-1872) enacted many reforms, including separation of the church and the state, as well as other efforts to modernize the country. Venustiano Carranza (1917-1920) one of the leaders of the Mexican Revolution, he helped promulgate the Constitution of 1917, currently in use by Mexico. Carlos Salinas (1988-1994) is the architect of the Rise of Neoliberalism in Mexico, which included several privatizations and the sign-off of the North American Free Trade Agreement (NAFTA).
