First, there's the surge of liquid going back and forth in the tank. This makes them require more space to come to a complete stop, and makes them really fun to drive in snow and ice.

The surge of liquid doesn't just go back and forth - it can go side to side, as well. If a tanker driver isn't careful, it could very easily lay their vehicle over.

Is there a fine for driving a truck with air brakes without the endorsement?

Yes. Driving a vehicle without proper endorsement is the same as driving with no license at all. However, with US law, vehicles which do not fall into the requirements for the operator to possess a CDL do not require any special permissions to operate air brake equipped vehicles. Motor homes, farm use vehicles, firefighting equipment, military equipment (operated by military personnel in the course of their duties), and vehicles under 26,000 lbs. GVWR (so long as they are not carrying hazardous materials or more than 15 persons), do not require a CDL, and thus do not require any special permissions to use air brakes (on a US licence, there is no air brake endorsement - only a restriction placed on CDL licences if you do not meet the testing requirements).
