I wish I knew; I find that quite irritating. I'm just glad that there are no more than five such counties in the United States: one in Oregon, one in Idaho, one in Nebraska and two in North Dakota. It's bad enough that we have so many states divided between time zones, but when we're splitting counties, that's absolutely ridiculous (IMHO).
England does not have states but rather 'counties'. Two examples of England Counties would be Chesire and Cumbria.
Counties within a City?Cities are in counties. I am not aware of any city that sits in more than one county, though it is certainly possible. There are a few cities that are in more than one state, and become two cities in two separate counties. A political state map should be able to help you out with the boundries.
The District of Columbia is a municipality that is bordered by the states of Maryland and Virginia. Unlike those two states, it does not have counties.
