There was a military draft during the Civil War, so if you evaded the draft you could get into trouble. Of course, not everybody was drafted.

To avoid a draft, you can stay indoors in a well-insulated space, wear layered clothing to stay warm, and block any drafts by using draft stoppers or sealing gaps around windows and doors. Additionally, using a draft guard at the bottom of doors can also help prevent drafts.
