Well, the Declaration was first made public July of 1848. It was drafted on July 16-19, 1948. Mary Ann M'Clintock, her two daughters Elizabeth and Mary Ann Jr., as well as Elizabeth Stanton all met at M'Clintock's house on July 16 to discuss the convention what all will commence. They each discussed their views concerning the plight of women at the time. Later on one of the M'Clintock women decided that they should formally declare their resolutions. Modeling it after the Declaration of Indepedence, They decided to call their document the Declaration of Sentiments. Between July 16-19, Stanton made some revisions, but overall the document it still a collective document containing the resolutions of every woman involved.
When members of the Congress asked Thomas Jefferson to draft the DEclaration of Independence he did so. It only took 3 weeks for him to write it. Years later Thomas decided to make his words into reality in Virginia. :]

The people who refused to sign the Declaration of Independense was Tomas Jefferson, and two other people.
In 1848, sixty-eight women and thirty-two men signed a document known as the Declaration of Sentiments, at the first women's rights convention to be organized by women, Some three hundred people attended. The document laid out all the rights that women had been deprived of, and the rights they felt were due them.
The Declaration of Sediments was a document that was wrote to show people how unfair women were treated and how they should be treated right with rights. A group of women held a meeting on in London about these rights. Many years after they meet again in Waterloo New York. Elizabeth Cady Stanton wrote a Declaration of Sentiments. This document was the main discussion at the Woman's Rights Meeting. Sixty-eight women and thirty-two men signed a Declaration of Sentiments, although some names were taken off due to comments made by the press.
During the late 1700's America was upset with the whole British tyranny and wanted to separate from Great Britain. In order to separate the two groups Thomas Jefferson wrote the declaration of independence, 200 years later women faced the same injustice but it was from men and how unfair the men treated the women.
