Cheap notebook computers can last just as long as the more expensive ones. As long as the cheaper one will do everything you need for it to do there is no need to pay more for practically the same thing.
It's always preferable to charge from completely flat. However - modern Li-ion batteries don't suffer from 'memory effect' like the old Ni-Cad batteries did.

If you mean the typical all-in-one PC, then you do not need batteries. These computers are designed to be plugged into AC (alternating current). They are a type of desktop computer. The system unit box has been incorporated into a 22 inch (or larger) flat screen monitor. The only battery in it would keep the basic BIOS settings. This is a tiny button style battery.
