Use a bottle of Fantastik Cleaner and set it on spray mist (steam for caked on bugs and birdy doody). Then while inside the house you can clean up the runnoff in the window frame. From inside the house, spray the inside of the window screen in an outwards direction. Do all screens to be cleaned in this fashion before rinsing. Afterwards, rinse ALL the screens from the outside with water (makings sure all windows are closed of coarse), a gardenhose or pressure washer will do nicely.Little messy but no need to remove the window screens.
