Yes in any hardware store there is a universal remote that could be use in any type of TV. You will also buy batteries depending on which type the universal remote use.

If the batteries in a remote are dead, the only result is that the remote control won't work. It won't in any way affect the operation of the device that it controls. If the converter box is in standby, then the remote won't turn it on if it has dead batteries. If the converter is on, then it should keep operating as you would expect it to if the remote control isn't being used.
The best way to use sync to a universal remote would be simple. The only thing you have to do it point the remote to the control on the TV. There should be a button on the DVD player remote that will allow you to make sync these two together.
