The pulmonary artery is the blood vessel that leads away from the heart (Artery=Away), toward the lungs. It is pumping blood to that lungs that just returned from the body (via the vena cava, into the right atrium). So the blood in the pulmonary artery has the lowest concentration of O2 and the highest concentration of CO2. It is just about to pick up lots of oxygen, once it gets to the lungs.

Not exactly. In capillaries, the blood is already leaking out oxygen to the body cells. While capillaries have more oxygen-rich blood than veins, the richest blood is found in the arteries.

Pulmonary arterioles contain deoxygenated blood. The pulmonary arterioles are the smaller, branched divisions of the pulmonary artery which transports deoxygenated blood from the right ventricle to the lungs. Pulmonary arterioles give way to pulmonary capillaries where gas exchange occurs as a result of the interaction between the capillaries and lung alveoli. The pulmonary venous system, by and large, collects oxygenated blood from the lungs and transports it to the left atrium of the heart.

Well, both. At the arterial end of a capillary the blood is oxygen rich. As it passes through the capillary the oxygen diffuses from the blood to enter the tissues. At the venous end of the capillary the blood is oxygen poor.
