I dont remember the exact name for it, but they were used in either the mid or early 1900's as tax coins. Something like a business would have to buy them from the gov't and when the gov't would come around to collect taxes, that is how they would pay it back. Sorry about the vague references but I learned about this a while back when I found a couple myself, and of course cannot remember the 'exact' facts anymore.
