Initially a limited democracy based on landowners, then it was extended to a radical democracy ruled by all adult males who were citizens, who met in assembly and directed government.
May of the 2,000 independent city-states experimented with democracy. It was direct democracy - that I the citizens met regularly in assembly and voted on issues.
Some cities limited this to giving yes or no votes to questions presented to them by a ruling council. Some cities developed a radical democracy where the citizens debated and decided on any issue they chose and the council implemented their decisions. This latter method was tried by Athens, but eventually failed when self-interested leaders led them into badly considered actions.
The limited democracy model became the most productive and prevalent one.

It started in 508 BCE as a limited democracy for landowners, revrted to oligarchy during the Persian War, was reestablished as a full democracy by Ephialtes in 460 BCE, and after his assassination, became a radical democracy under the leadership of Pericles. After Athens' defeat in the Peloponnesian War in 404 BCE it reverted to a limited democracy.
