Sounds like a blood parrot, one of the most unfortunate fish in the hobby. The 'normal' blood parrot is a hybrid cichlid and is quite aggressive. Its awkward shape means it already has, in my opinion, quality-of-life issues. As if this was not enough, some people have decided that it's highly amusing to tattoo, dye, or cut fins off these fish. The taillessness is not natural - the fish has been deliberately mutilated, somebody has intentionally cut off its tail. This is generally done with a pair of scissors and no anaesthetic. If you do not already own this fish I strongly recommend you do not buy it; the less people support the cruel trade in 'cosmetically enhanced' fish, the better.

Male bettas generally go well with other fish, just not another male betta. Although they can be quite aggressive and territorial and you may find it will eat the fins and tail of your goldfish!
There are so many different colour variations of Betta that red streaks in blue fins are quite common as are blue streaks in red fins. All it means is that the fish are cross bred.
Fish can lose their fins in a fish tank for a few reason: 1. Water quality. If you have poor water quality or conditions which are incompatible with some catfishes needs then their skin can suffer. 2. Other fish Watch out for aggressive fish like gourami's and Tiger Barbs who will nip fishes fins, although I haven't actually heard them doing this to catfish.
Sometimes fish are aggressive because they may be bigger than one another and think that they are stronger. Sometimes of they are chasing one and tearing at its fins it may be telling that one its time to spawn!!
Mosquito fish are small livebearers but they may get aggressive and nibble on slower fishes fins. In order to avoid this try feeding the fish a bit of livefood once or twice a week
