No you can't. You can use a metal halide lamp of the exact wattage of the original mercury lamp. You cannot vary on wattage at all.

What is an electric lamp?
The term "electric lamp" is a general one. It refers to a slice of technology that produces light from electricity, and how it does this can vary. The two basic types of lamp are the incandescent type and the fluorescent type. There are other types, like a light emitting diode type, which is solid state kind, and a carbon arc lamp, but we usually use the term for the two common types mentioned. No, the ballast has to be matched to the lamp. 250 watt ballast, 250 watt lamp. Also be sure to match the lamp type to the proper ballast even though the wattage is the same. HPS ballast to HPS lamp, Metal halide ballast to metal halide lamp and mercury vapour lamp to mercury vapour ballast.
