Canada operates on a constitutional monarchy. In other words, there is still a monarch, Queen Elizabeth II, but her powers are greatly limited by the constitution, giving most of it to the elected representatives. The queen herself does not attend Canadian Parliament, instead she is represented by the Governor general, who's powers are very limited, but his or her approval is required to pass a law. Of course, the Governor general could not refuse to entertain a law if it had passed, as his or her role nowadays is mostly symbolic.
