There were originally 18 Länder, aka districts. They had their own parliaments and governed their own district. They had often caused trouble for the Weimar Republic because they refused to acknowledge the Reichstag's decrees. Over 130 times, President Ebert had been forced to issue emergency decrees to get them to obey the Reichstag.
Hitler didn't want that. He wanted power. So instead, he dissolved and abolished the Länder parliaments, and set a Reich Governor to control them.
This centralised the country for the first time since its creation, in 1871.

The Germans had a nationalist socialist government and Hitler was in power and he was a totalitarian dictator. He came into office in 1933 as the chancellor and later grabbed the top leadership office when the leader died.
Hitler came to power as Chancellor, under President Hindenburg, in the Weimar Germany which was a democratic republic. After Hindenburgs death he combined the two roles of Chancellor and President to become the Fuhrer, banning other parties making him a dictator as part of a dictatorship.
