In 1941, Japan was an authoritarian state governed by an oligarchy with a pluralistic decision making process. That oligarchy was formed by the Emperor, his advisors, the Cabinet, the military and the zaibatsu. From 1936 onwards, the Toseiha (Control Faction, endorsed by the Emperor) prevailed in the Army over the crushed Kodoha (Imperial Way Faction, a revolutionary faction who attempted a coup in February, 1936). The decisions were made usually by consensus within the oligarchy. The most powerful member of it was the Emperor, who was its coordinator and arbiter. Cabinet members (including the Prime Minister) and the Chiefs of Staff of the Army and Navy were appointed and dismissed by the Emperor himself.
In short, the Emperor governed by arbitration and seeking consensus in his oligarchy. When it was not possible to forge consensus, the Emperor had the power to resolve it by imposing a decision.
They had an Emperor and in fact they still have one that is more a figurehead than the head of state.
