Well, of course you want a small-ish animal. You also want it to be a well broke, older horse or pony. This decreases the likelihood that the horse will injure the child. Also, as a general rule, ponies are ornery and too smart for their own good. There are exceptions, but most will figure out ways to get the child off their backs.
My personal favorite is the Tennessee Walker. Many people think of Walkers as really tall animals, with these flashy gaits, but they actually can come as small as 13.2hh and those flashy gaits are artificial, the horse is forced into it with big heavy shoes and sometimes cruel soring. Theya ctually have still smoothg aits, but it isn't super fast or high-stepping like int he shows. Since they are so smooth, the child should have no trouble staying on like he/she might on a rougher-gaited horse.
I trained a weanling TWH when I was 10 by myself, with no professional trainer's help. I am NOT saying you should do this- I am telling you not to, it is very dangerous- you should still get an old, well trained horse. I'm just saying that if that doesn't prove that the Tennessee walking horse is an amazing breed for children, I don't know what does.
