Generally speaking, he has been described as a consensus-builder. That is, his preferred style of negotiations has been to take input from all sides and form a suitable compromise solution acceptable (if not preferred) by the large majority of interested parties. In short, he was originally described as The Great Compromiser.

However, the political facts and situation of his current term of the presidency has pushed him more toward an increasingly confrontational partisan role, as his current major opposition has refused to negotiate at all with him on practically all issues. His inability to reach consensus with the opposition appears to have changed his leadership style to one where ignoring the opposition and governing solely via raw power is his sole option.

Actually, he is both. In fact, every good president is both-- it is not accurate to say either you are one or you are the other. For example, sometimes a president needs to lead his team, motivating them to move forward on an important policy, or getting everyone to unite when they may have previously disagreed. But at other times, a president needs to manage a situation, formulating a strategy, assembling the right team and assigning them to provide the analysis before he decides what action to take.

Throughout his first time, Mr. Obama has shown that at times, he can be a leader (the rescue of the auto industry is a good example-- this was a decision that was not entirely popular with everyone in his administration, but he believed it was the right thing to do, so he got everyone on the same page and then he acted). But at other times, he has shown that he can be a manager, dealing with complicated situations and handling them successfully-- his re-election was a good example, as he assembled an effective team, listened to their assessments, implemented plans that were shown to get good results, and gave his advisers the ability to make modifications in the campaign when needed.
