I don't think you can make it, but you can buy a special milk-like formula that is specifically designed for kittens that are not old enough to eat solid food. It usually comes with a powder supplement, and you mix a certain amount of the powder into the formula. The amount you mix in depends on the kitten's age.
You can buy this formula at most pet stores.
There is a special kitten formula, but not all kittens will consume it: some only want to nurse.
