According to Newton's laws of motion, a body at rest remains at rest and a body in motion remains in uniform motion unless it is acted upon by a force. This law is also known as the law of Inertia. If the forces are balanced, then there is no net force acting on the body and so it cannot produce any motion. It can only allow pre-existing motion to continue.
This is called steady motion.

Balanced forces do not bring about any change in motion. If forces are balanced, an object is either at rest, or moving in a straight line at constant velocity.
When equal and opposite forces act on an object, the object does not change its state of rest or motion. These forces are called balanced forces. When unequal forces act on an object, the object changes its state of rest or motion. Such forces are called unbalanced forces.
