That question makes no sense! There is no cells in plant cell because a plant cell is a cell. It is a type of cell. Just like a plant cell is a type of cell that is found in plants, and an animal cell is found in animals (Like humans) but do u mean a cell wall and a vacuole? Animal cells don't have those

I am assuming you are talking about the potato plant as a whole and not just the stem of the plant, which is what is known as a "potato." So continuing with the assumption that you are talking about a potato plant, then yes a potato plant is a multicellular organism. It is an organism and it has more than one cell that work together for the good of the group of cells.
Vacuoles are found in both type of cells. The only difference is that the plant cell vacuole is much larger.
