In the UK she is head of a Parlimentairy Democracy based in London with is headed by The Prime Minister There are also devolved Parlaiments in Scotland, Wales and Northern Ireland legislating on local issues. These are freely elected governments. The Queen is politically neutral and cannot vote and never enters political debate.
This is a parliamentary democracy. The Queen overseas the Parliament, but they are the ones who are able to make the laws in the country.
