Franklin Roosevelt was legally elected according to the US Constitution and so had the type of government that the US has had these past 200 plus years -- maybe you would call it a democratic constitutional republic. It is pretty much unique in the world.

Most of his power derived from his tremendous popularity.

He tried to get many social programs passed, without a lot of success, and even when they were passed, the Supreme Court found the laws unconstitutional. He then tried to enlarge the SCOTUS, so he could "pack the court" with mem he would nominate, but that failed, too.

Eventually, laws were rewritten to conform to the objections of the SCOTUS.

He also tried to get us fighting Hitler early on, but the isolationist Congress said no. Finally, he got a law through that let him provide military weapons to the allies.

There are many who believed that the Pearl Harbor attacks were not a surprise at all, but were carried out with the cooperation of the FDR administration. Within a couple of days, the US declared war against many countries.

While the Democrats generally consider FDR one of the greatest presidents ever, any Republicans consider him one of the worse ever. There is not much room for argument - FDR changed the US government more than any president since the 1860s.
