Business owners, teachers, and office workers and other types of people who do computer work for businesses (like tracking expenses, etc.). For them, Microsoft Excel is a staple.

It is not merely a book-keeper's tool. It is also very useful for scientific and engineering calculations, with the understanding that its programmers cannot understand scientific graphs properly! (How many degrees are there in a circle, Mr. Gates?) You can for example write basic mathematical models in which you can observe all the numerical consequences of changing any one variable.

Almost anyone can use Excel. If you need to do calculations of any kind, you can use Excel to do them. An ordinary person, just wanting to do something like keep a record of their household expenses could use one. Spreadsheets are very versatile and you can do lots of different things with them, so there are all sorts of people that could make use of one. There are many types of people that we would be more likely to associate with using them. Lots of people in the areas of business, that are dealing with numbers every day, would use them a lot. Scientists, mathematicians, students, teachers, Accountants and many others can all use them.

Excel's mathematical abilities are very wide-ranging but beware if you need to produce the results as a graph, for its graphs plotting types and routines are highly variable in use and quality. I used to use their "Radar Plots" (polar plots) professionally, and found them inexcusably exasperating because the designer could not make 360º = a return to 0º, and editing its angle-axis labels was a nightmare! Nevertheless many of its table features are - or were prior to WIN7 - extremely useful and easy to find.
