This is possible because of what is called Domain Name Resolution (DNS). Your computer sends a lookup request for 'yahoo.com' to a DNS server, which resolves the domain name into it's IP address.
First a domain name and address must be registered, using domain registrar. Once you have the name and address the server can be configured, connecting the server to the registrars name server, effectively publishing the address to the internet.
