Users in the Administrator and Power User groups are assigned the manage Printers permission level, which means they have complete control over a printer, including printer settings and the print queue. A third permission level, Manage Documents, can be assigned to a user so that the user can manage the print queue while not being allowed to change printer settings.

Why you cant print your network user you print only administrator?

This worked for me both for a Windows 2000 computer printing to XP and then to Vista. The limited user who is printing must have a user account on both computers, and both accounts must have the SAME username and password. When my users had accounts on both computers, but the passwords were different, they could not print. When I standardized the password for a user, she could print.
