What type of work is done to affect your cruise control and horn not to work?

There is a part called a clock spring located in the dash board and it controls both the horn and the cruise control. I had it replace on my Plymouth voyager and they both work fine now. There was a RECALL for airbags which fixes this very problem - they should fix it for you
