The Phoenicians developed their writing system from the Sumerian writing system in 1400 BCE, so their writing system came after the Sumerian one.
The produced the form of alphabetic writing which was adopted and adapted by Greeks, Israelites, Romans and today's European languages.
The Phoenicians did not use cuneiform because they developed their own writing system, known as the Phoenician alphabet. This alphabet was easier to use and suited the needs of the Phoenician traders and merchants. Cuneiform was associated with Mesopotamian cultures, and the Phoenicians had their own distinct cultural identity.
It allowed then to communicate in writing far more easily than the pictograms previously in use.
They invented an alphabet to replace hieroglyphic writing, and syllabic writing.
