Technically, most fish can survive without pumps and air fulters in a large outdoor pond with a large surface area for ixygen to enter the water and plants to clean the water. However, if keeping them as pets you should always provide pumps and filters, ir they will live very short lives. Otherwise it would be similar to keeping a human in a dark crate with little oxygen and no waste disposal. do not belive that betta fish can live in these terrible conditions, as it is unfair to them

Plastic fish does not need a filter.

No fish in captivity can live without a filter system.

You must understand the reason why a filter is needed. It is for nitrogen cycle in the aquarium. A fishless nitrogen cycle must be done with filter running, before adding the fish at all. Once the filter is established, it removes ammonia (a poisonous chemical) from the water and turns it into nitrate/nitrites, which are removed with water changes. If there isn't a filter, the ammonia stays in the water and slowly kills the fish.

All fish do not require an air pump. But it is highly recommended so that it can breathe

You should always have some sort of aerator in an aquarium to provide additional oxygen to the fish
