"Modifier" keys include Control and Alt on Windows / Linux computers, Command and Option keys on a Mac, and Shift and (in some rare cases) Fn keys on any of the above platforms. These keys are nearly always pressed in combination with other keys to change their purpose - such as the classic "Control-C / Control-V" for copy and paste. However, all of these keys can potentially be used on their own if a program is designed to watch for them - most often, this is found in gaming, where keys like Control or Shift can be used for a specific command like firing a weapon or running.

There is no Alt, Function, Control or Option key on an iPad. There is only a case shift and numeric shift key.
Command-Option-Shift-T is the Mac version of the Windows command Control-Alt-Shift-T. In general the Mac uses the Command key where Windows uses the Control key.
You will have to enable mouse keys. To do this, hold down the left alt and shift keys and press number lock or go to accessibility options in the control panel and click the "Mouse Keys" tab.

There is no reason why it shouldn't work. Check that no other keys are stuck down. and check that each of the keys CTRL, ALT and DELETE work properly. Try restarting your computer as well If you are looking to get to the task manager, press CTRL+SHIFT+ESC to get to it quickly
