Among the more notable Pinkertson cases were those in which dozens of union spies were used by the infamous Jay Gould to break a strike against the Texas and Pacific Railroads and when Pinkerton detective's were used in 1905 to involve labor leaders in the murder of ex-Governor Frank Steunenberg of Idaho. President Roosevelt was unhappy with the US Supreme Court because they ruled six of eight New Deal Programs and one government agency unconstitutional. President Franklin Roosevelt and Congress hoped to improve economic conditions in the United States during and immediately after the Great Depression through a series of programs known as the New Deal. Unfortunately, Roosevelt inherited a court full of older justices who disapproved of the legislation, and declared six of Congress' eight major Acts unconstitutional, thwarting Roosevelt's plans. Roosevelt was angry with the justices, whom he referred to as the "Nine Old Men," for refusing to allow New Deal policies to work as intended. In 1850, formed the North-Western Police Agency, which later became Pinkerton & Co, and finally Pinkerton National Detective Agency. Pinkerton's agency solved a series of train robberies during the 1850s, and was through these that Pinkerton came into contact with George McClellan, who was the Chief Engineer and Vice President of the Illinois Central Railroad.
